BACKGROUND

Public procurement plays a pivotal role in Canada’s economy, representing a significant portion of governmental spending that impacts the standard of living, economic competitiveness, and public service delivery. In 2022, public procurement in Canada accounted for over $200 billion annually, encompassing federal, provincial, and municipal levels. This vast expenditure touches nearly every sector, from infrastructure and health to defence and education. Ensuring transparent, fair, and efficient procurement practices is critical not only to delivering value for money but also to sustaining trust in public institutions.

With evolving legal frameworks, international trade agreements, and new organizational policies shaping procurement practices, staying compliant and competitive is a challenge for public procurement professionals. The intersection of contract law, policy compliance, and trade agreements demands continuous learning and a deep understanding of the complex environment in which public procurement operates.
